Complaints

As a public organisation it is important that Staffordshire Police Authority is efficient and effective.  The Authority welcomes any compliments when things have gone well and would like to hear when something goes wrong.

Complaints Procedures

The process for dealing with each type of complaint is different.

(a) Complaints about Staffordshire Police Authority

If you wish to complain about the service you have received by the Authority, one of its officers, or the way in which the staff of the Authority have conducted themselves, please contact:

Damon Taylor, Chief Executive, Staffordshire Police Authority, Weston Road, Stafford ST18 0YY.  Telephone: 01785 232242. Email:damon.taylor@staffordshire.pnn.police.uk

(b)  Complaints about the Conduct of Members of Staffordshire Police Authority

If you want to complain about the conduct of a member of the Staffordshire Police Authority and feel that he/she has breached the Code of Conduct, you must submit your complaint to:

Howard Stemp, Chair of the Assessment Sub-Committee, Staffordshire Police Authority, Weston Road, Stafford ST18 0YY

The Assessment Sub-Committee of the Standards Committee can only deal with complaints about the behaviour and conduct of a member.  It will not deal with complaints about the Staffordshire Police Force or about things that are not covered by the Authority's Code of Conduct.  If you make a complaint to the Assessment Sub-Committee it must be about why you think a member of the Authority has not followed the Code of Conduct.

To make a complaint against any member of the Police Authority, you will need to complete the necessary Complaints Form (available from the address above or from the Authority's website) and provide relevant evidence to substantiate your complaint.  The Code of Conduct for members of the Police Authority is available from the address above or from the Authority's website but if you are unsure about any aspect of the process, please contact the Chief Executive and Monitoring Officer at the address above before submitting a complaint.

(c)  Complaints about a Police Officer from Staffordshire Police

If you wish to complain about a Police Officer below the rank of Assistant Chief Constable or a police staff member, then you will need to contact Staffordshire Police's Professional Standards Department at the address below:

Head of the Professional Standards Department, Staffordshire Police Headquarters, Weston Road, Stafford ST18 0YY. Tel: 01785 232098.

If you are dissatisfied with the way your complaint has been dealt with you may wish to contact the Independent Police Complaints Commission, at the address below:

Independent Police Complaints Commission, Independent House, Whitwick Business Park, Stenson Road, Coalville LE67 4JP. Tel: 08453 002 002.  Email: enquiries@IPCC.gsi.gov.uk.

(d)  Complaints about the Conduct of the Chief Constable, Deputy Chief Constable, Assistant Chief Constables and the Director of Resources

Staffordshire Police Authority is responsible for acting as the 'appropriate authority' in the recording and investigation of complaints and conduct matters against a Staffordshire Police Officer of Assistant Chief Constable, Deputy Chief Constable or Chief Constable rank, or police staff holding the position of Director of Resources.  This includes a statutory duty to obtain and preserve evidence in such cases.

However, if your complaint relates to 'direction and control' then this will fall outside the jurisdiction of the Police Authority and should be raised with the Professional Standards Department of Staffordshire Police (see (c) above).

If you wish to make a complaint about the conduct of a Staffordshire Police Officer of Assistant Chief Constable, Deputy Chief Constable or Chief Constable rank, or police staff holding the position of Director of Resources, then please contact the Chief Executive at the address above.

(e)  Whistleblowing Policy

The Authority has a whistleblowing procedure in place that applies to members, staff and contractors but not to police officers or police staff under the direction and control of the Chief Constable.
