The Police Authority approved its plan and budget for 2010/11 in February 2010. The governance arrangements to manage these are laid out in this document. Following consultation this has been reviewed and updated from the previous Annual Governance Statement and amendments are highlighted in italics for members’ information.

The governance framework comprises the systems, processes, culture and values by which the Authority is directed and controlled, and the activities through which it accounts to and engages with the community. It enables the Authority to monitor the achievement of its strategic objectives and to consider whether those objectives have led to the delivery of appropriate, cost effective services, including achieving value for money.

During 2008 and 2009 the Police Authority has further strengthened its corporate governance arrangements, including the adoption of a Code of Corporate Governance which is reviewed annually as part of the Annual Governance Statement.

The Corporate and Business Plan is a separate document from the three-year Strategy and Plan and seeks to set out in a cogent fashion a statement of the Authority’s vision, what it does, how it does it and how it seeks to improve, together with the Authority’s proposals and priorities for the current financial year. This is a relatively short document, setting out, in straightforward terms, information about the Authority and its priorities for the forthcoming year.
