Terms of reference

In carrying out its statutory functions under the Police Act 1996 (as amended) the Authority shall: 

  • Publish annually a Policing Plan for the policing of its area
  • Set objectives for the policing of its area each year and arrangements for the policing of the area for a three year period, having regard to the Home Secretary’s Strategic Policing Priorities, local policing priorities and performance targets set by it, and publish these in the Policing Plan
  • Establish the Authority’s policies, objectives, targets and performance indicators
  • Approve the Annual Budget of the Authority and set precepts
  • Monitor the performance of the Force in carrying out the Policing Plan and its
    arrangements for co-operation with other police forces
  • Publish an Annual Report on the extent to which objectives contained in the Policing Plan have been achieved and comment thereon
  • Produce, at least annually, a local policing summary
  • Authorise arrangements for the appointment of the Chief Constable, the Deputy Chief Constable, the Assistant Chief Constables, the Director of Resources, the Chief Executive and Monitoring Officer, the Deputy Chief Executive, the Treasurer and the Property Consultant and determine their conditions of service and, as appropriate, be the disciplinary and complaints authority for these posts
  • To keep itself informed of the working of the Force’s complaints and disciplinary procedures, including direction and control
  • Deal with all matters relating to the performance of the Staffordshire Force
  • Appoint Committees etc with appropriate terms of reference and delegation to assist them in the discharge of their functions
  • Approve, publish and update, as required, an Annual Governance Statement, a Scheme of Delegation for Officers, Procedural Standing Orders, Financial Regulations and Contract Standing Orders
  • Approve, publish and review an Equality Scheme to ensure the effective promotion of equality and diversity
  • Establish and maintain an effective Independent Custody Visitors Scheme
  • Monitor the performance of the Force in complying with its duties under the Human Rights Act 1998
  • Exercise its functions with due regard to the likely effect on, and prevention of, crime and disorder within its area
  • Comply with all other statutory requirements applying to police authorities
