Joy joined the Police Authority following the Joint Appointments Committee on 27 May 2011. Councillor Garner, represents Burslem Park Ward, Stoke-on-Trent and has been a Labour City Councillor since 2002. Joy has held several posts, but specialised in Licensing, Trading Standards and the Environment. Joy is married to Martin, a Councillor for the Goldenhill and Sandyford Ward.
