Key Duties and Responsibilities:
- To provide effective, high quality guidance, advice and support to the Police Authority and its members to ensure the Police Authority meets its statutory duties and strategic objectives.
- To support and advise the Police Authority in the development of its vision, strategic objectives and plans and delivering of the same.
- To work with its members in developing partnership working with the Chief Constable, the Force Executive Team and other relevant policing and community safety partners.
- To be the statutory officer under Section 16 of the Police Act 1996 and the Monitoring Officer to the Authority.
- To be ultimately responsible for the establishment and effective functioning of the Police Authority’s management, professional and administrative support services and personnel.
- To act as the Chief Executive to the Authority under Section 16 of the Police Act 1996 and to carry out such duties efficiently and effectively.
- To carry out the statutory duties and responsibilities of the Proper Officer and the Monitoring Officer of the Authority.
- To think strategically and guide and assist the Authority in developing a clear and effective long term vision and strategy, together with appropriate policies, governance and scrutiny arrangements and practices.
- To ensure the Authority’s business and its professional and support staff are managed efficiently and effectively, so that the Authority achieves its objectives in accordance with statutory duties and local and national requirements.
- To provide appropriate support to the Authority in respect of all aspects of its responsibilities for Association of Chief Police Officers(ACPO) and other Force Executive Staff, including recruitment, selection, development, termination and complaints and discipline.
- To monitor national and local developments that have implications for the Authority, ensuring that it is properly advised of new and/or changing obligations and opportunities, and advise on proposals for relevant changes in strategy or policies.
- To support Authority members in recruitment, performance and development.
- To achieve, sustain and develop effective relationships between the post holder, the Police Authority and the Police Force.
- To ensure effective engagement with the Chief Constable and all relevant Force staff in planning and managing the Authority’s business.
- To develop and maintain effective strategic partnerships with other police authorities, local authorities and other relevant partners and stakeholders, including ensuring the Authority’s effective engagement in and contribution to Crime and Disorder Reduction Partnerships, Local Strategic Partnerships and Local Area Agreements.
- To represent and promote the interests of the Authority at national level and to manage communications with the Chief Constable, the Home Office, the Association of Police Authorities (APA), Her Majesty's Inspectorate of Constabulary (HMIC), ACPO, and other relevant national and local bodies.
- To ensure that the Authority is effective in monitoring, reviewing, developing and improving its performance in the context of its statutory duties and responsibilities and governance arrangements, including effective collaboration, co-operation and regional engagement and working.
- To work with the Authority in establishing and developing its communications, consultation, engagement and accountability strategies and practices.
- To ensure the appropriate training, development and welfare of staff in the direct employment of the Authority.
- To participate actively and effectively in the review of professional development (RPD) arrangements established for the post and to ensure the introduction and application of RPD arrangements for other staff in the direct employment of the Authority.
