Key Duties and Responsibilities:
- To provide direct support to and represent, as required, the Chief Executive and Monitoring Officer across the range of his/her functions and duties.
- To be the management link, in terms of the governance, administration and supporting functions, with members of the Authority, staff of the Authority and the Force and outside bodies.
- To ensure the Authority receives effective and efficient support services including those derived from governance, administration and secretariat arrangement, and any relevant service level contracts.
- To provide high level policy, procedural and legal advice to the Authority, its Committees etc and its members.
- To deputise for the Chief Executive as required.
- To initiate and work with the Authority in developing its strategy and policies including the drafting of reports, plans etc.
- To oversee the effective management of the Authority’s Budget relating to all its aspects.
- To lead the officer input into community engagement and consultation.
- To develop and manage members’ training and development including information and communication technology (ICT).
- To initiate Authority’s responses to Green/White papers, Association of Police Authorities (APA) issues and other external consultation.
- To lead on continuous improvement of the Authority, best value, the ongoing development of the self-assessment framework and performance management.
- To manage the input into the Authority’s responses to policing reform.
- To ensure sound and effective relationships and communications with the Chief Constable, other members of the Force Executive and other relevant staff.
- To ensure effective partnership management, including Local Strategic Partnerships (LSPs), Local Area Agreements (LAAs) and Crime and Disorder Reduction Partnerships (CDRPs) and local authorities.
- To provide direct support to Chief Executive in dealing with complaints against members, officers of the Authority and Association of Chief Police Officers (ACPO)/Executive Officers.
- To provide direct support to the Chief Executive in the negotiation and management of the Authority’s service level contracts.
- To develop and maintain effective working relations with Home Office, Association of Police Authorities (APA), APACE, regional contacts and meetings and other outside bodies.
- To manage the production of the Authority’s Policing Plan, Strategy and Annual report.
- To ensure the effective management of the Independent Custody Visitors’ scheme and the List of Independent Persons on Misconduct Panels.
