Key duties and responsibilities:
- To ensure that the financial affairs of the Authority and the Force are properly administered and that Financial Regulations are observed and kept up to date;
- To report both to members of the Police Authority and to the external auditor any unlawful, or potentially unlawful, expenditure by the members or officers of the Authority or Force or if it appears that expenditure is likely to exceed the resources available to meet that expenditure;
- To produce an annual statement of accounts;
- In accordance with the requirements of the Police Authority, to maintain or make the necessary arrangements for maintaining, an effective internal audit function, operating in accordance with best practice as recommended by the Institute of Internal Auditors and Chartered Institute of Public Finance and Accountancy (CIPFA) guidelines as well as statutory obligations and regulations.
- To undertake duties as required in relation to the Authority’s projects or those of the Force to which the Authority is contributing and to take part in the co-ordination/development/management of such projects.
- To undertake advisory work in connection with any relevant legislation or common law or direction or guidance from external bodies which requires action or a response from the Authority.
- To sustain and develop external relationships for continuing professional development with the Chartered Institute of Public Finance and Accounting and the Police Authority Treasurers' Society, which advises the Association of Police Authorities from time to time.
